I am having trouble getting past the 9th level of the Sun & Moon temple. *There is a doorway marked as being blocked by the black wind. *I cannot get past it!

I have rebuilt as much of Muska Haska (or whatever the village is called) and I keep talking to Ungaga for help, but nothing seems to work. *I am almost certain that Ungaga has the ability to break the seal (like Ruby on the crystals, and Goro with the press levers) but I can't get him to join my party. *Does anybody know how to pass this part?
