Unfortunately no, Digger. The network adapter acts as a network component only (just like a network card in your PC). In order to play online, you'll also need an ADSL enabled phoneline and modem or a cable modem (and a cable ISP). You then use a regular (CAT5) blue network cable from your PS2 Network Adapter to either a HUB (which is connected to your modem) or straight to the modem.
