If it was in the middle of installing the update when the power goes out you are out of luck- your PSP has been "bricked". Your best bet would be to call Sony and talk to them about an exchange if you are still under warranty. Just don't tell them exactly how it happened. 
This is why they say to have the AC adapter/ charger plugged in when doing a firmware update, to prevent this sort of thing happening and be sure your PSP will get through it.
