It's that interaction part that they're scared of. They make it a 15 because kids tend to try things out. If you are watching it on TV or in the arena live, there will always be a portion of kids that go out and try the moves despite warnings. I guess there's also that risk that because they can do it in a game, there's an extra percentage that makes them want to try it for real.
Also, the games sometimes have mild swearing, so I guess the publishers are erring on the side of caution - which is always the better option in my book. I'd rather have the publishers being too strict with their ratings, than having governments enforce ratings like films and getting it wrong.
