Along the left side of the first road, near the end, there are four small garbage cans together. Use the Force to lift the lid on each, and use the Force again on each can to remove the Lego bricks inside. Once you've got the complete pile, build them into a doorway, complete with Astromech Droid Lock. Use that to open the door, and grab the red Power Brick inside.
