I think you must be looking for access to the cheats?

At the main menu, press Triangle(2), Circle(2), Square(2), Circle(2), L1 + R1 + L2 + R2 to unlock cheats option. Pause the game to access the "Cheats" option.

If that doesn't work, try at the main menu holding L1+R1 and pressing Triangle(2), Circle(2), Square(2). There will be sound confirming the correct code. At the pause menu the cheat menu will be available.
