If the two characters that have permanent Reflect Status both have a shield (or weapon) that is exactly the same, then it could be that that shield/weapon/accessory has the spell Reflect as apart of it. By removing said equipment, the Reflect status should then disappear over time as usual, or straight away if you cast Dispel.
