Keep after each thief until they are defeated. In other words, don't let up on thief #1 until you have the item back he stole then go on to #2.
The four clones each have a particular element tattoo, as you have seen- the power slash, lightning, fire and water. You attack the thief clones with whatever element/ brush technique they are wearing.
