You get Seraphic Radiance from Ben Hyuga. The items you need are Stone of Rebirth, Codex of Lurie, Book of Rituals and the Emigre Manuscript. He will only appear if you have all four of these items. Also, you need to have defeated every monster beforehand- this includes Amon. If you have those four items this may be your chance.
