Use a lighter gun such as the TMP to just hit one of the small eyes- that is enough to bring him down and expose the big eye, you don't need to take out them all. Then fire a couple of shots into the big eye with the most powerful weapon you have. Like I said, use Broken Butterfly if you have it, it's about the strongest.
