I don't think there's any that are exactly what you are looking for. There are various costume cheats that change your costume and other NPC's, but not one that unlocks all clothes.
As for a cheat that allows you to beat the game, not exactly. You'll have to go through the story like everyone else- there are cheats like infinite ammo, infinite health etc that will make this easy.
