in like the 4th or 5th chapter ( the one were you have to save Jazz) how do you kill the decepticon that turns into a cement truck near the construction site?

The weaponry won't do anything to him. Instead, pick up some of the items kicking around such as the large grey crates and other construction vehicles and throw those at him. This will knock the Decepticon down long enough for you to pick him up and toss him. Agter about 4 times of this the mission is complete.

Once he is knocked down get close to him and pick him up the same as you did the objects to throw at him.
