I've been playing this game for a while now, and vaan's magick amount has never gone above 0! the max amount is going up as his level increases, and yet he has no magic to use. save crystals and ethers don't have an effect. is this a complete glitch on my ps2 game? or am i being a bit stupid?

Have you used your lisence points to aquire the lisences needed to use the magick skills?

After you do that then you have to go to the magick store and buy them.

Yeah he has liscences for cure, poisona, silence, slow, immobilise etc, and i brought them and everyone else can use them, but vaan's magic never goes above 0/42 so its impossible for him to do anything.

Check your accessories, If the manufactured Nethecite is equiped the side effect is permanant silence.
