i am up to a mission on the 2nd skate park in the game and grind around a wharf and it breaks and a painter is left hanging with a shark below him. You must then rescue the painter but it doesn't tell you how. please help

After the pier collapses, you should notice a ball just ahead of you. There should be a wire surrounding it. Grind the wire all the way around the ball until it falls off and rolls to hit the shark.
