Default evil dead fist full of boomstick
cant get past police at the back of the station on level 1 to retrieve the cipher key they just wont die!

Use the "possess deadite" spell you should have received from a biker earlier (who knows how he had that) to control one of the deadites and you should be able to grab both the envelope and the key.
