look for a well with a lever. push down on the lever until the rope/bucket falls to the bottom, then climb down the rope.
Before you do that, don't forget to go back and get Vivi's weapon that absorbs Wind elemental magic if you haven't bought it. There's only one place to buy it, and there's only a small window of opportunity to buy it before it becomes unavailable.
