Go to the “Fm” icon on your map and make sure you have a decent car to drive. You will be making your way to Holland, which is an area on the north. Once there, get to the marker so you can climb up the stairs right from where you enter. As you make your way up, be warned that some of the gang members will start shooting at you. Then, follow the walkway so you have to be ready for anyone to come out from every corner. Also, you have to be quick in getting to the top and to your target.

As Clarence, your target, makes his way to the roof, you have to follow him up there. And when you get to the roof, you have the option to finish him off or spare him. If you do save him, you will meet him later.

The toughest part in this mission is getting to go back down since there are several cops waiting for you on the ground. You must run down the way you came up and blast at every cop that stands in your way. You will get a 3 star level at this point, so quickly get to your car and speed up north. You can get to central park, if you want until you lose your wanted level. You can now go back to Francis to the south end of Algonquin since your mission is over.
