Get to the car, as indicated on your map. Then, use it to drive to the apartment marker which is north of Holland. Once you arrive, proceed to the red door on the opposite side of the street. From there, go up the stairs until you reach the roof and you get to the vantage point.

Then, a cutscene starts to play and you have to play attention to it as it shows a number on the phone. You can now either call that number (545-555-0122) or shoot the guy through the window (which should be easy as you can snipe in his head). Once you are back on the street, you can now make the call.

Your work for Francis is over, so you are now off to Ray.
