Head over west until you hit the marker. Then, you'd automatically switch into a Banshee, which is a faster car that would really help in chasing the goons. Also, you should not ram them just try to keep up with them until they get out of the car, and that's when you chase them on foot. This time, you have to take the guys out. After killing three of them, you must go down the steps and into the right to find a bathroom. Luca is hiding there and you can execute him, or grab the rocks. After that, meet up with Ray on the bridge for another successful mission.

And unless you have to do missions for others, you must get back to Ray. Make sure that you have an armor ready.
