To Get Ultimate Rugal Or Shin Akuma You Need Over 1000 Points By The End Of The Final Fight At The End Of The Game. You Then Need To Beat Them In Order To Get Them. These Characters Are Extremely Hard And You Might Need To Be Alittle Cheap To Get Them. The Best Strategy That I Have Seen Is To Use Sagat As You Do Not Want To Fight Them Hand To Hand Or You Will Be Beaten. Use A Mixture Of Sagats Fire Balls The Best Probably Being High Shot High Shot Low Shot. Keep Doing This Until They Are Defeated. This Will Also Get You Boss Mode

To Unlock These Two Brutal Fighters, You Will Have To Find Them In The Arcade Mode. You Are Most Likely To Find Them If You Beat The Game In Single Match, Without Losing Or By Getting A Large Number Of Groove Points (1000, Least). They Are Extremely Difficult To Defeat. If It Helps, I Can Tell You That I Defeated Them Using Haohmaru, Since He Has Very Powerful Sword Attacks. (a Tip On Shin Akuma, His Super Special Moves Are The Most Powerful, But As A Side Effect, He Is Very Weak On Defense. Use Both Characters Wisely.)
